Provides that the Director of Agriculture, the Director of Natural Resources, the Secretary of Human Services, the State Fire Marshal, the Board of Trustees of the University of Illinois, and the Secretary of Transportation may issue shields or other distinctive identification to employees not exercising the powers of a peace officer if the shield or identification is needed by the employee to carry out his or her duties.
