<reference>305 ILCS 5/5-5.23 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the Illinois Public Aid Code. Provides that on and after July 1, 2003, the Department of Public Aid shall reimburse providers of home health services under the Medicaid program at the same rates at which the federal government reimburses providers of those services under the Medicare program, using the Low Utilization Payment Adjustment (LUPA) national-average rate structure. Requires that the Department adjust those rates annually to reflect changes in the LUPA national-average rate structure. Effective immediately.</SynopsisText><synopsistitle>Fiscal Note (Department of Public Aid)</synopsistitle>
<SynopsisText>The implementation of a PPS for home health services, similar to Medicare's, would cost the State $13 million to $20 million annually. It is assumed that federal matching funds would continue to apply to these services, pending approval of a State Plan Amendment.</SynopsisText><synopsistitle>Fiscal Note (Department of Public Aid)</synopsistitle>
<SynopsisText>This bill requires the Department to pay per visit rates equal to the national rate for Medicare's low utilization payment adjustment (LUPA).  This amount is updated annually and published in the Federal Register.  Implementing these rates will cost the Department an estimated $6.3 million in FY 2004.  This is calculated at the current LUPA rates.</SynopsisText></synopsis>
