<reference>105 ILCS 5/2-3.131 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the School Code. Requires the State Board of Education to implement the provisions of the federal No Child Left Behind Act of 2001.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<reftype>Deletes reference to:</reftype><reference>105 ILCS 5/2-3.131 new</reference><aliasreference></aliasreference><reftype>Adds reference to:</reftype><reference>105 ILCS 5/2-3.64</reference><aliasreference>from Ch. 122, par. 2-3.64</aliasreference><SynopsisText>Adds a preamble and replaces everything after the enacting clause. Amends the Section of the School Code concerning State goals and assessment. Beginning no later than the 2005-2006 school year, requires the State Board of Education to annually test: (i) all pupils enrolled in the 3rd, 4th, 5th, 6th, 7th, and 8th grades in reading and mathematics; (ii) all pupils enrolled in 3rd, 4th, 6th, and 8th grades in writing; (iii) all pupils enrolled in the 4th and 7th grades in the biological and physical sciences; and (iv) all pupils enrolled in 5th and 8th grades in the social sciences. Also requires the State Board to sample student performance in the learning area of physical development and health in grades 4 and 7 through the science tests and in the learning area of fine arts in grades 5 and 8 through the social sciences tests. Makes changes concerning the maximum time allowed for testing, students with individualized education programs, students in transitional bilingual education programs or transitional programs of instruction, students who receive Prairie State Achievement Awards, the time period within which State testing must occur, the use of short answer questions, and the provision of additional tests and assessment resources that may be used by school districts for local diagnostic purposes. <SynopsisText>Adds a whereas clause to the preamble. Provides that the maximum time allowed for all State testing in grades 3 through 8 shall not exceed 38 (instead of 40) hours across those grades.</SynopsisText><synopsistitle>Senate Floor Amendment No. 2</synopsistitle>
<SynopsisText>Provides that the term "all pupils" includes those pupils enrolled in a public school administered by a local public agency or the Department of Human Services. Removes the provision that provides that "all pupils" includes those pupils enrolled in a public university laboratory school, Department of Corrections School District 428, a residential school operated by a State agency, or the Illinois Mathematics and Science Academy.</SynopsisText></synopsis>
