Authorizes the Illinois Commerce Commission to allow gas and electric utilities to impose a surcharge to recover costs associated with asbestos. <SynopsisText>The legislation does not contain language indicating a pre-emption of home rule powers and functions.  Therefore, in the opinion of DCCA, HB 2313 does not pre-empt home rule authority.</SynopsisText><synopsistitle>State Mandates Fiscal Note (Dept of Commerce and Community Affairs)</synopsistitle>
<SynopsisText>The legislation is permissive in nature and does not impose requirements on local government-administered utilities.  Therefore, in the opinion of DCCA, HB 2313 does not cerate a State Mandate under the State Mandates Act.</SynopsisText><synopsistitle>Fiscal Note (Illinois Commerce Commission)</synopsistitle>
<SynopsisText>This bill would result in the need for the equivalent of 2 full-time staff as a result of an increase in accounting workload, attorney work, and administrative hearings. The cost for the 2 staff for their salary, fringe benefits, and miscellaneous expenses would be approximately $190,000 a year.</SynopsisText></synopsis>
