Therefore, in the opinion of DCCA, HB 2313 does not cerate a State Mandate under the State Mandates Act.Fiscal Note (Illinois Commerce Commission) This bill would result in the need for the equivalent of 2 full-time staff as a result of an increase in accounting workload, attorney work, and administrative hearings.
