Provides that no person may bid, transact, continue to perform, or have any interest in contracts or agreements let or issued by a unit of local government or school district if that person has filed a civil lawsuit naming that unit of local government or school district as a defendant unless approved by the executive and a super-majority of the legislative branch of the unit of local government. Applies to contracts entered into before, on, and after the effective date. Exempts certain contracts between employers and employees.
