Amends the Illinois Health Facilities Planning Act. Provides that only free-standing hemodialysis units that must be licensed under the End Stage Renal Disease Facility Act are included within the definition of "health care facility". Provides that the Illinois Health Facilities Planning Act does not apply to certain facilities that provide certain home-dialysis services. Amends the End Stage Renal Disease Facility Act. Exempts from the licensure requirement under the Act certain facilities that: (i) are licensed under the Nursing Home Care Act; or (ii) provide certain home-dialysis services. Authorizes the Department of Public Health to issue subsequent temporary licenses. Provides that the Department may consider certification under certain provisions of the federal Social Security Act as meeting licensure requirements under the End Stage Renal Disease Facility Act (now, the Department may include participation under the federal provisions as a licensure requirement). Reinserts the provisions of the bill as amended by Senate Amendment No. 1 with the following changes: In the Illinois Health Facilities Planning Act, deletes the provisions that to be exempt from the provisions of the Act, facilities that provide home-dialysis services must become an approved participant or have participated in the Centers for Medicare and Medicaid Services expanded delivery model study. In the End Stage Renal Disease Facility Act, provides that remote station facilities for home dialysis patients in licensed nursing homes may operate under a licensed end stage renal disease facility without obtaining a separate license, but are subject to inspection by the Department of Public Health. Provides that end stage renal disease facilities that existed before the effective date of rules adopted by the Department to implement the Act (instead of the effective date of the Act) may continue to operate but must obtain a license within one year after the effective date of those rules. Deletes provisions exempting certain facilities from the licensure requirement under the Act. Deletes provisions that the Department may consider certification under certain provisions of the federal Social Security Act as meeting licensure requirements under the Act.
