Requires that the State Board of Elections adopt, and election authorities implement, rules for the casting and counting of provisional ballots by persons whose valid voter registration cannot be verified at the polling place on election day. Establishes standards for attempting to verify registration before the ballot is cast and standards for verifying registration before the ballot is counted.
