Permits the use of handguns during the open season for deer. Provides that any centerfire handguns of .30 caliber or larger with a minimum barrel length of 4 inches may be used. Provides that the only legal ammunition for a centerfire handgun is a cartridge of .30 caliber or larger with a capability of at least 500 foot pounds of energy at the muzzle. Prohibits the use of full metal jacket bullets. Provides that the Department of Natural Resources shall make administrative rules concerning management restrictions applicable to the firearm and bow and arrow season. <SynopsisText>HB 1518 (HA #1) contains language stating that a unit of local government, including a home rule unit, many not regulate the acquisition, possession, transportation, storage, purchase, sale, or other dealing in rifles and shotguns, and may not regulate ammunition, components, accessories, or accoutrements for rifles and shotguns in a manner other than that provided by the Criminal Code of 1961.  This is a limitation of home rule powers and functions under Article VII, Section 6, subsection (i) of the Illinois Constitution of 1970.  Therefore, in the opinion of DCCA, HB 1518 (HA #1) pre-empts home rule authority. </SynopsisText><synopsistitle>State Mandates Fiscal Note (H-AM 1) (Dept of Commerce and Community Affairs)</synopsistitle>

This legislation may result in an increase in the number of felony cases that could be prosecuted for unlawful possession of firearms and firearm ammunition, and possibly increase the number of offenders sentenced to a term of imprisonment.  There are not enough available data to make an objective determination regarding the impact of this legislation.
