<SynopsisText> Deletes everything. Reinserts the original provisions of the bill with the following changes: (1) Provides that in any conservation district (instead of "a conservation district in a county adjacent to a county with more than 3,000,000 inhabitants"), by ordinance (instead of resolution) of the county board or boards or by petition signed by 5% of the voters, a proposal to elect or appoint a 5 or 7 member board of trustees chosen at large or from single member subdistricts of the conservation district shall be submitted to the voters at the next general election; and (2) with respect to a 7-member board, no more than 3 members may be residents of the same (instead of "any") township or congressional township. Effective immediately.</SynopsisText><synopsistitle>Senate Committee Amendment No. 1</synopsistitle>
<SynopsisText>Changes the requirement for the number of signatures required on a petition for a referendum regarding the board of trustees from "5% of the electors of the entire district" to "a number of voters equal to at least 8% of the votes for candidates for Governor within the district in the preceding gubernatorial election". Makes a technical change.</SynopsisText><synopsistitle>Senate Floor Amendment No. 2</synopsistitle>
