<reference>15 ILCS 20/50-25 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the State Budget Law of the Civil Administrative Code of Illinois. Beginning with fiscal year 2005, requires that a State agency's total appropriations shall not exceed its total fiscal year 2004 appropriations. Exempts elementary and secondary education appropriations. Beginning with fiscal year 2005, requires that State revenues received in excess of the total fiscal year 2004 State budget shall be transferred into the Budget Stabilization Fund. Exempts revenues necessary for that portion of elementary and secondary education appropriations in excess of fiscal year 2004 appropriations. Effective immediately.</SynopsisText></synopsis>
