<reference>65 ILCS 5/8-8-3.5</reference><aliasreference></aliasreference><SynopsisText>     Amends the Illinois Municipal Code. Establishes the Tax Increment Evaluation Task Force to evaluate the effectiveness of tax increment financing districts in Illinois. Contains provisions concerning the membership, meetings, and duties of the Task Force. Provides that the Task Force shall prepare and submit a report to the General Assembly and to the Governor no later than June 30, 2004 containing its recommendations for the establishment of a system to evaluate the effectiveness of tax increment financing districts in Illinois. Effective immediately.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Provides that the Tax Increment Effectiveness Evaluation Task Force shall consist of 21 members (now, 15) and that 6 members shall be appointed by the Governor as follows: (i) 2 residents of Cook County; (ii) 2 residents of any of the following counties: DuPage, Kane, Lake, McHenry, and Will; and (iii) 2 residents of any other counties in the State. Provides that all of the Governor's appointments must be either (i) a resident of a tax increment financing district or (ii) a representative of a community organization with an interest in tax increment financing.</SynopsisText></synopsis>
