Provides that an abortion shall not be performed or induced unless the woman has given her voluntary and informed consent, and states guidelines for determining whether a woman's consent is voluntary and informed. Requires the Department of Public Health to publish materials concerning certain prenatal services. Requires a physician to inform a woman of the existence of a medical emergency that necessitates an immediate abortion to avert her death or serious injury. Provides for disciplinary action against a physician who fails to provide a woman with information required under the Woman's Right to Know Act.
