Provides that multiple offenders whose driving privileges have been revoked pursuant to the listed Section shall not be eligible for a restricted driving permit. Adds similar out-of-state offenses to the list of offenses for which a person under the age of 21, if convicted, would lose his or her driving privileges. Provides that the restrictions concerning eligibility for reinstatement of a petitioner's driving privileges applies regardless of whether the petitioner attains 21 years of age prior to the date of eligibility for reinstatement. Adds perjury, submission of fraudulent or materially altered documents, and submission of documents that were in fact prepared for another person to the list of offenses for which the driving privileges of a person may be suspended or revoked without a preliminary hearing. Adds to the list of conditions in which a person shall not drive or be in actual possession of a vehicle. Effective immediately.</SynopsisText></synopsis>
