Provides that the only legal ammunition for a centerfire handgun is a cartridge of .30 caliber or larger with a capability of at least 500 foot pounds of energy at the muzzle. Prohibits the use of full metal jacket bullets. Provides that the Department of Natural Resources shall make administrative rules concerning management restrictions applicable to the firearm and bow and arrow season. Provides that a nonresident hunting license to take game birds on a breeding and hunting preserve area shall expire on the same date each year that game breeding and hunting preserve area licenses expire (instead of March 31 of each year). Provides that the register, which a holder of a hunting license to take game birds on a breeding and hunting preserve area is required to keep and submit to the Department of Natural Resources, need not show the number of game birds propagated each year and need only show the month (instead of the date) that game birds were taken or released.
