Amends the State Finance Act. Creates the Medicaid Provider Relief Fund as a special fund in the State treasury for the purpose of paying medical bills under Medicaid and the Children's Health Insurance Program. Provides that the Fund shall consist of (i) certain moneys received from short-term borrowing pursuant to the Short Term Borrowing Act, (ii) federal matching funds before July 1, 2004, and (iii) earned interest. Provides that on July 1, 2004, the State Treasurer and the Comptroller shall transfer the balance in the Fund to GRF; all moneys deposited into the Fund after July 1, 2004 shall automatically be transferred to GRF. Repeals these provisions on June 30, 2005, and provides that all moneys remaining in the Fund on that date shall be transferred to GRF. Provides that the Fund is not subject to other provisions of the State Finance Act concerning transfers to GRF. Amends the Short Term Borrowing Act; provides that all proceeds from any borrowing under the Act received by the State on or after the effective date of this amendatory Act and before July 1, 2004 shall be deposited into the Medicaid Provider Relief Fund. Amends the Medicaid Liability Liquidity Borrowing Act. Provides that from June 9, 2004 through June 30, 2004, the Governor, after having obtained the written consent of both the Comptroller and the Treasurer, may borrow up to $850,000,000, as supported by appropriations, to pay for medical services, and debt and associated expenses thus incurred, provided under the Illinois Public Aid Code or the Children's Health Insurance Program Act (now, borrowing up to $900,000,000 was authorized from July 1, 1994 through June 30, 1995 to pay for medical services provided under the Illinois Public Aid Code). Provides that all proceeds from any borrowing under the Act received by the State on or after the effective date of this amendatory Act and before July 1, 2004 shall be deposited into the Medicaid Provider Relief Fund. Existing provisions of the Act (i) provide that the Governor shall direct the proceeds of the borrowing into any State fund from which there are appropriations for such medical assistance, (ii) provide that moneys may be borrowed for no longer than one year, (iii) set forth procedures for requests for proposals, interest rates, and awards, (iv) provide for the form of bonds or certificates, (v) provide for payment of interest and principal from the General Obligation Bond Retirement and Interest Fund and also make appropriations, out of any money in the State treasury, to pay interest and principal, and (vi) authorize the Governor to transfer any moneys in the State treasury to the General Obligation Bond Retirement and Interest Fund to pay interest and principal. Changes references from the Bureau of the Budget to the Governor's Office of Management and Budget. Amends the Illinois Public Aid Code. Creates the Medicaid Managed Care Task Force to gather information and make recommendations relating to the financing and expenditures of the Medicaid program and the program's level of ability to provide quality health care services in the most cost-efficient manner; requires the task force to examine and evaluate the application of managed care within the State's Medicaid program. Provides for 8 voting members of the task force, appointed 2 each by the 4 legislative leaders; provides that the Director of the Governor's Office of Management and Budget, the Director of Public Aid, and the Secretary of Human Services shall serve as ex-officio nonvoting members. Requires the task force to conduct at least 6 public hearings and to submit its findings and recommendations to the General Assembly by November 8, 2004. Abolishes the task force and repeals these amendatory provisions on December 31, 2004. Effective immediately.</SynopsisText></synopsis>
