Amends the School Code. Provides that in an educational service region serving that portion of a Class II county outside a city of 500,000 or more population (suburban Cook County), the office of regional superintendent of schools is abolished on July 1, 2007. Provides that on and after that date all rights, powers, duties, and responsibilities vested by law in and exercised and performed by the regional superintendent and by any assistant regional superintendents or other assistants or employees in the office of the regional superintendent shall be vested in, exercised, and performed by the State Board of Education through the office of the State Superintendent of Education.</SynopsisText><synopsistitle>House Amendment No. 2</synopsistitle>
<SynopsisText>Deletes everything after the enacting clause. Reinserts the contents of the bill as amended by House Amendment No. 1 with the following change.  Adds regional office of education references.</SynopsisText></synopsis>
