<reference>New Act</reference><aliasreference></aliasreference><SynopsisText>     Creates the Human Services 211 Collaboration Board Act. Establishes a 16-member Human Services 211 Collaboration Board. Provides for the appointment of members to the Board by the Governor. Requires the Board to implement 211 as a statewide, non-emergency telephone number for information about governmental and non-profit services and referrals to human services agencies. Requires the Board to establish standards for 211 systems. Requires the Board to establish a pilot program for awarding grants to 211 providers. Establishes certain criteria for awarding the grants. Requires the Board to annually report to the Illinois Commerce Commission, the Governor, and the General Assembly on the use of 211 services in Illinois. <SynopsisText>Adds an additional member to the Human Services 211 Collaboration Board who is a representative of the American Red Cross.</SynopsisText><synopsistitle>House Amendment No. 3</synopsistitle>
<SynopsisText>Provides that the Human Services 211 Collaboration Board shall consist of 8 (instead of 17) members appointed by the Governor. Deletes the requirement that representatives of specified organizations shall be appointed. Provides that the Board shall report to the Department of Human Services, among others, rather than to the Illinois Commerce Commission.</SynopsisText><synopsistitle>Senate Floor Amendment No. 1</synopsistitle>
<SynopsisText>Deletes language requiring that the human services information telephone number be statewide. Provides that referrals relating to human services information may include referrals to an appropriate web site. Provides that the standards for providing information shall be consistent with the Americans with Disabilities Act, ensuring accessibility for users of Teletypewriters for the Deaf (TTY). Provides that the eligibility criteria for pilot 211 systems grants must require the 211 providers to submit evidence of their ability to provide funding (instead of requiring them to submit evidence of their ability to match State grants).</SynopsisText></synopsis>
