<SynopsisText>While a self-sustaining permit fee process is contemplated in the text of this bill, it is difficult to determine if, or how, the housing developers will pass these costs onto the homebuyers/homeowners.  House Amendment No. 5 provides no further classification or factors which determine this bill's fiscal effect on constructing, purchasing, owning, or selling a single-family residence.</SynopsisText><synopsistitle>Fiscal Note (H-AM 5)(Dept. of Natural Resources)</synopsistitle>
<SynopsisText>Permit fees will be set at levels that will allow the program to operate financially on a self-sustaining basis, thus, no net costs to the State after initial startup of program.  Initial startup costs are estimated to be $350,000, which will be necessary to implement provisions of the Act.

A proposal must be proposed to the Pollution Control Board within 90 days of the effective date of this Act and within six months of receiving this proposal, the Pollution Control Board must adopt by rule a fee schedule to implement the Act.  The Department of Natural Resources shall evaluate fees annually to determine if the program is self-sustaining and propose necessary changes to the Pollution Control Board if necessary.  The Department's initial revenue projections based on an internally developed fee schedule and respective classifications necessary to maintain a self-sustaining programs is estimated to be $2 million.
