<reference>625 ILCS 5/16-108 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the Illinois Vehicle Code. Provides that, until January 1, 2006, whenever a peace officer stops a vehicle for a traffic violation, the officer shall record and report racial, age, and gender information on the individual stopped and the reasons for and the results of the stop. Provides that each law enforcement agency shall compile the required data and submit the data in an annual report to the Secretary of State. Provides that the Secretary of State shall analyze the data and submit a report of his findings to the General Assembly. Provides that the annual reports to the Secretary of State must be submitted no later than March 1 in 2005 and 2006. Provides that the Secretary of State's annual reports of findings must be submitted no later than June 1 in 2005 and 2006. Provides that law enforcement agencies shall adopt policies that discourage race-based traffic stops. Provides that the Governor may direct the Comptroller and the State Treasurer to withhold State funds appropriated to a law enforcement agency that fails to comply with these requirements. <SynopsisText>Deletes everything. Reinserts most of the provisions of the original bill. Provides that the study shall take place from January 1, 2004 through December 31, 2007. Provides that the Illinois Department of Transportation (rather than the Secretary of State) shall analyze the reports of law enforcement agencies required by the provision and submit a report of the findings to the Governor and each law enforcement agency (as well as the General Assembly) no later than March 1, 2005, March 1, 2006, March 1, 2007, and March 1, 2008. Provides that the Illinois Department of Transportation may contract with an outside entity for the analyzing of the data provided.</SynopsisText><synopsistitle>House Amendment No. 2</synopsistitle>

Requires the Illinois Law Enforcement Training Standards Board to provide for similar training for probationary police officers. Provides for a 4-year traffic stop statistical study based on information that must be recorded on the face of a uniform traffic citation, warning citation, or uniform stop card by State and local law enforcement officers. Provides that law enforcement officer identification information or driver identification information compiled pursuant to the study is exempt from inspection and copying under the Freedom of Information Act. Provides that no reimbursement by the State is required for the implementation of any mandate created by this amendatory Act. <SynopsisText>Amends the Illinois Vehicle Code. Provides that the citation shall show the law enforcement officer's race (as well as his or her name and badge number).</SynopsisText><synopsistitle>Senate Floor Amendment No. 1</synopsistitle>
<SynopsisText>Provides that the Department of Transportation shall provide a standardized law enforcement data compilation sheet on its website. Provides that every law enforcement agency shall enter the required data on the Department's website by March 1 of the years 2004, 2005, 2006, and 2007. Provides that the Department shall report its findings no later than July 1 (rather than March 1) in each of the years 2005, 2006, 2007, and 2008. Requires the Department, in consultation with certain law enforcement agencies, officials, and organizations and community groups and other experts, to undertake a study to determine the best use of technology to collect, compile, and analyze the traffic stop statistical study data, and requires a report by March 1, 2004.</SynopsisText></synopsis>
