<reference>305 ILCS 5/11-26.1</reference><aliasreference>from Ch. 23, par. 11-26.1</aliasreference><reference>305 ILCS 5/12-4.25d new</reference><aliasreference></aliasreference><SynopsisText>     Amends the Illinois Public Aid Code. Provides that a Medicare beneficiary or a beneficiary of pharmaceutical assistance under the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act is entitled to obtain prescription drugs at prices based on a pharmacy's Medicaid reimbursement rates. Requires that pharmacies implement this prescription drug discount benefit as a condition of participating in the Medicaid program. Requires the Department of Public Aid to make certain reports to the General Assembly and to execute necessary interagency agreements with the Department on Aging and the Department of Revenue. Provides for evaluation of the prescription drug discount benefit if prescription drugs are covered by Medicare. <SynopsisText>IDPA must create a system (most likely internet based) for pharmacies to inquire on prices- estimated less than $1 million. IDPA must monitor pharmacies compliance with the law. Conservatively it would probably take 4-6 staff at a cost between $100,000 to $200,000.
Providing consumer information. The most cost effective way would be via the internet. Direct mailing and phone banks would be much more costly, inefficient, and information would be obsolete by the time the consumer received it.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>

Amends the Illinois Public Aid Code. Provides that pursuant to an agreement with the vendor pharmacy, a provider of long-term care services under the Code may return to the vendor pharmacy from which the drug product was purchased, for repackaging and reimbursement to the Department of Public Aid, a drug product that (i) was dispensed to a resident of the provider's long-term care facility and not used and (ii) meets certain other criteria. Amends the Pharmacy Practice Act of 1987, the Wholesale Drug Distribution Licensing Act, the Senior Pharmaceutical Assistance Act, the Illinois Food, Drug and Cosmetic Act, the Illinois Controlled Substances Act, and the Cannabis and Controlled Substances Tort Claims Act to provide that persons engaged in repackaging or labeling prescription drugs to the extent required under the Illinois Public Aid Code provisions added by the bill are exempt from provisions of those other Acts that might prohibit or otherwise regulate such activity. Amends the Illinois Food, Drug and Cosmetic Act; requires the Department of Professional Regulation, in cooperation with the Department of Public Health, to establish a drug repository program to accept and dispense prescription drugs donated for the purpose of being dispensed to individuals who are residents of this State and meet eligibility standards based on economic need.</SynopsisText></synopsis>
