In provisions concerning the Alternative Teacher Certification Program and the Alternative Route to Teacher Certification Program, provides that if a person holds a substitute certificate, the number of hours that he or she has taught as a substitute teacher shall be counted towards the number of hours of practice teaching required in the first phase of either program.
