In a provision granting quick-take eminent domain authority to the Southwestern Illinois Development Authority, changes the period of quick-take authority to May 22, 1998 through August 30, 2004 (instead of May 22, 1998 to August 30, 2002). Authorizes the Department of Transportation to exercise quick-take eminent domain powers to acquire certain property in Sangamon County for rights-of-way for the purpose of road construction.
