Amends the Riverboat Gambling Act. Makes changes concerning the powers of the Gaming Board. Provides that provisions concerning owners license applications are applicable to the transfer of ownership interests in an owners license. Provides that the Board may change the fee for a suppliers license to a graduated fee based on the amount of business transacted by the applicant in Illinois. Makes changes concerning the qualifications for an occupational license. Deletes provisions authorizing a person who is at least 18 years of age and who is an employee of a riverboat gambling operation to be present on a riverboat. Provides that persons may place themselves on a Self-Exclusion List. Provides that persons on the list shall not knowingly be permitted on a riverboat. Provides that any chips, tokens, or other wagering instruments found in the possession of a person on the list shall be donated to a problem gambling charitable organization. Provides that a person under 21 years of age who enters upon a riverboat commits a petty offense. Provides that, for the purpose of determining the amount of wagering taxes owed by a licensee, the licensee's annual adjusted gross receipts shall be reduced by an amount equal to the amount of certain charitable contributions made by the licensee. Makes other changes.
