Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Deletes the provision that limits the grant of peace officer powers to Department of Revenue investigators assigned to the Illinois Gaming Board to the enforcement of offenses or violations occurring or committed on a riverboat or on the dock of a riverboat licensed under the Riverboat Gambling Act. Amends the Riverboat Gambling Act. Makes changes concerning the powers of the Gaming Board. Provides that provisions concerning owners license applications are applicable to the transfer of ownership interests in an owners license. Provides that the Board may change the fee for a suppliers license to a graduated fee based on the amount of business transacted by the applicant in Illinois. Makes changes concerning the qualifications for an occupational license. Deletes provisions authorizing a person who is at least 18 years of age and who is an employee of a riverboat gambling operation to be present on a riverboat. Provides that persons may place themselves on a Self-Exclusion List. Provides that persons on the list shall not knowingly be permitted on a riverboat. Provides that any chips, tokens, or other wagering instruments found in the possession of a person on the list shall be donated to a problem gambling charitable organization. Provides that a person under 21 years of age who enters upon a riverboat commits a petty offense. Provides that, for the purpose of determining the amount of wagering taxes owed by a licensee, the licensee's annual adjusted gross receipts shall be reduced by an amount equal to the amount of certain charitable contributions made by the licensee.
