Prohibits a member of the House of Representatives from serving as Speaker or Minority Leader of the House if he or she has already served during 5 General Assemblies in either or both of those offices. Prohibits a member of the Senate from serving as President or Minority Leader of the Senate if he or she has already served during 5 General Assemblies in either or both of those offices. Provides that service for more than one year of a General Assembly constitutes service during that General Assembly. Exempts persons holding those positions on the bill's effective date.
