<reference>30 ILCS 105/5.595 new</reference><aliasreference></aliasreference><reference>30 ILCS 105/6z-56 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the State Finance Act. Creates the Community Services, Disabilities, and Mental Health Fund. Provides that, on and after the effective date of this amendatory Act of the 93rd General Assembly, all moneys received by the Department of Human Services as federal financial participation funds shall be deposited into the Community Services, Disabilities, and Mental Health Fund. Provides that, subject to appropriation, moneys in the Fund shall be used to fund only those programs that generate federal financial participation funds. Creates the Community Developmental Disability Services Medicaid Trust Fund consisting of funds paid to the State by the federal government under Title XIX or Title XXI of the Social Security Act for services delivered by community developmental disability services providers. Provides that the Department of Human Services shall reimburse community developmental disability services providers out of the Fund for Medicaid-reimbursed developmental disability services provided to eligible individuals. <SynopsisText>As written, it is not clear if the monies deposited in this fund would be additional payments to DD providers or if their current funding would be decreased to offset this potential increase. In order for this legislation to be cost neutral for the General Revenue Fund, provider contracts would have to be reduced by the amount of FFP that would be deposited into this fund.</SynopsisText></synopsis>
