<reference>5 ILCS 375/6.15 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the State Employees Group Insurance Act of 1971. Provides that health benefits for treatment of mental illness must be provided on the same terms and conditions as are benefits for treatment of other conditions.</SynopsisText><synopsistitle>Fiscal Note (Department of Central Management Services)</synopsistitle>
<SynopsisText>HB 57 would only affect the Quality Care Health Plan (QCHP) and its carved-out mental health plan managed by a behavior health administrator.  The Department of Central Management Services expects this bill to affect costs in three areas: a revised benefit structure that could require members to absorb a greater out-of-pocket coinsurance with no payment toward services until the annual plan deductible is met; elimination of limits on number of visits for outpatient therapy and inpatient stays, which would increase costs  that would be passed on to members in the form of increased premiums; and re-bidding of the mental health benefits contract to reflect the new benefit structure with self-funding arrangements. CMS estimates an increase in costs of approximately $14.2 million. </SynopsisText></synopsis>
