<reference>105 ILCS 110/3</reference><aliasreference>from Ch. 122, par. 863</aliasreference><SynopsisText>     Amends the Critical Health Problems and Comprehensive Health Education Act. Requires a comprehensive health education program to include instruction in secondary schools on clinical depression and suicide prevention.</SynopsisText><synopsistitle>Fiscal Note (Illinois State Board of Education)</synopsistitle>
<SynopsisText>ISBE believe that nearly all high schools currently provide some instructional materials and activities in this area. The cost of incorporating additional materials into that instruction would be negligible.</SynopsisText><synopsistitle>State Mandates Fiscal Note (Illinois State Board of Education)</synopsistitle>
<SynopsisText>While House Bill 55 clearly creates a state mandate, state reimbursement appears to be unnecessary because the requirement merely imposes additional duties of a nature which can be carried out by existing staff and procedures at no appreciable net cost increase.  Moreover, even if there is a small net cost increase, it should not exceed the $1,000 threshold in the Mandates Act.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Provides that the comprehensive health education program shall include instruction on the prevention, transmission, and spread of HIV/AIDS (instead of just AIDS), disaster and terrorism preparedness (instead of disaster survival), and organ, tissue, and blood donation.</SynopsisText></synopsis>
