Provides that no person shall operate a school bus manufactured after the effective date of this amendatory Act that is not equipped with seat belts for the passengers and a rooftop safety hatch. Effective immediately.Fiscal Note (Illinois Department of Transportation) The estimated total cost to the Department resulting from these new requirements would be less than $20,000. Of the total, approximately $10,000 would be for the printing of inspection and construction manuals, and $10,000 would be used for conducting 20 inspector training sessions statewide. The estimated cost of each new school bus purchased by a school district would increase by approximately $2,300, as the cost of the seatbelts is approximately $2000 and the cost of a rooftop hatch is approximately $300.Fiscal Note (Illinois State Board of Education) The minimum cost to add seatbelts to a bus is approximately $8,000 and the minimum cost for shoulder belts is $4,000. Roff hatches are already required at the federal level. If approximately 20% of the 18,000 buses are replaced per year the annual increase due to House Bill 34 would be $28.8 M to add seat belts and $14.4 M to add shoulder belts.
