<SynopsisText>The fiscal impact of House Bill 6 is determined by the amount of state disaster assistance provided. A state disaster declaration occurs by proclamation of the Governor upon advice from the Illinois Emergency Management Agency. A state declaration allows for the availability of state resources to provide emergency or disaster assistance. These resources may be in the form of State agency services or through financial assistance from State Disaster Relief appropriations. Although there is no appropriation to IEMA in FY03 for state disaster assistance, subsection (a) of section 9 of the Illinois Emergency Management Act says "It is the intent of the Legislature and declared to be the policy of the State that funds to meet disasters shall always be available." IEMA was appropriated $2,450,000 for state disaster relief in FY02 and expended $835,937, appropriated $2.5 million in FY01 for state disaster relief and expended $654,288 and was appropriated $2.5 million in FY00 and expended $1,302,589. Section 3 of the Disaster Relief Act says "The fund shall be used for furnishing emergency services and relief to the disaster area as a whole and shall not be used to provide private relief to persons sustaining property damages or personal injury as a result of a disaster.</SynopsisText><synopsistitle>Fiscal Note (Department of Public Health)</synopsistitle>
<SynopsisText>The substantive changes, in and of themselves, would not require additional expenditures on the part of the State. It can be assumed, however, that should a public health emergency occur, funds would be expended through this provision. The amount reimbursed to localities would be dependent upon the amount appropriated to the fund and the extent of costs incurred due to the emergency. There is no way to predict possible expenditures beyond the possibility of expending up to the amount appropriated for this purpose. As the fund is administered by IEMA, there may be costs associated with that agency's administration that are not reflected in this note.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
