| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives wish to congratulate Dr. Charlotte Warren on |
| 4 | | her retirement from Lincoln Land Community College; and |
| 5 | | WHEREAS, Dr. Warren has served as the president of Lincoln |
| 6 | | Land Community College since 2006, becoming the |
| 7 | | longest-serving community college president in Illinois |
| 8 | | history, in addition to also breaking new ground as the |
| 9 | | school's first female president; and |
| 10 | | WHEREAS, Dr. Warren's visionary leadership of Lincoln Land |
| 11 | | Community College has expanded not only the realm of academic |
| 12 | | partnerships for the school through expanded nursing, |
| 13 | | agricultural, workforce training, and professional skill |
| 14 | | enhancement programs but also the physical space as well; and |
| 15 | | WHEREAS, Dr. Warren oversaw the transformative |
| 16 | | construction of five new facilities and the renovation of nine |
| 17 | | buildings across Lincoln Land's 15 county districts; and |
| 18 | | WHEREAS, Dr. Warren's direction helped Lincoln Land |
| 19 | | Community College see sustained multi-year enrollment growth, |
| 20 | | achieving a nearly 26% increase in opening headcount from the |
| 21 | | fall of 2021 to the fall of 2025, while maintaining a |

| 1 | | student-centered approach that fostered faculty, staff, and |
| 2 | | community collaboration in support of positive student |
| 3 | | outcomes; and |
| 4 | | WHEREAS, Dr. Warren deepened community engagement by |
| 5 | | routinely meeting with business, legislative, and civic |
| 6 | | leaders and partners to better align the college's programs |
| 7 | | with regional workforce needs, while also strengthening care |
| 8 | | and consideration for learners of all ages; and |
| 9 | | WHEREAS, Dr. Warren elevated Lincoln Land Community |
| 10 | | College's local, state, and national profile and influence |
| 11 | | through service on major boards, including the American |
| 12 | | Association of Community Colleges, the Illinois Council of |
| 13 | | Community College Presidents, HSHS St. John's Hospital, and |
| 14 | | the Springfield Sangamon Growth Alliance; and |
| 15 | | WHEREAS, Dr. Warren is a dedicated and distinguished |
| 16 | | public servant, holding the titles of colonel, retired and |
| 17 | | honorary brigadier general in the Georgia National Guard, and |
| 18 | | through service on the Reserve Forces Policy Board in |
| 19 | | Washington D.C.; and |
| 20 | | WHEREAS, Dr. Warren, through her historic governance, |
| 21 | | public service, and dedication, has earned another title of |
| 22 | | high regard, that of president emeritus, an academic |

| 1 | | designation reserved for the most dedicated and honored |
| 2 | | individuals, who through their professional distinction, |
| 3 | | continue to hold the honorary title of the last office held as |
| 4 | | a symbol of appreciation; and |
| 5 | | WHEREAS, Dr. Warren is one of Lincoln Land Community |
| 6 | | College's most dedicated ambassadors, consistently elevating |
| 7 | | the institution and celebrating the achievements of students |
| 8 | | and faculty alike, reinforcing the community ties that make |
| 9 | | the school a source of pride and opportunity; and |
| 10 | | WHEREAS, Dr. Warren's extraordinary legacy is one of |
| 11 | | growth, innovation, and transformation and was guided by an |
| 12 | | unwavering commitment to the students and the mission of |
| 13 | | Lincoln Land Community College; therefore, be it |
| 14 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 15 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 16 | | we congratulate Dr. Charlotte Warren on her retirement from |
| 17 | | Lincoln Land Community College, and we wish her the best in all |
| 18 | | her future endeavors; and be it further |
| 19 | | RESOLVED, That a suitable copy of this resolution be |
| 20 | | presented to Dr. Warren as an expression of our esteem and |
| 21 | | respect. |
