Provides that a person convicted of excessive speeding under the Illinois Vehicle Code (driving at a speed that is 26 miles per hour or more in excess of the applicable maximum speed limit established under the Speed Restrictions Article of the Code or a local ordinance) shall be subject to all of the provisions of the Illinois Vehicle Code concerning a Monitoring Device Driving Permit, except the monitoring device in question shall be an intelligent speed assistance device.
