Provides that, if the Governor revises the original general funds revenue estimate under his initial budget proposal downward and if the new revenue estimate would result in the Governor's initial proposed expenditures exceeding the estimated general revenue available for the upcoming fiscal year, then the Governor shall submit to the General Assembly a new budget proposal by no later than May 15.
