In provisions relating to the time and manner of fixing compensation of elected officers of school districts and units of local government, provides that "compensation" means all remuneration for service as an elected officer, including wages, salary, health insurance benefits, and all other payments made on behalf of or for the benefit of the elected officer for service as an elected officer.
