2023 and 2024 SB3984 Introduced 11/12/2024, by Sen. Julie A. Morrison SYNOPSIS AS INTRODUCED: | | | Amends the Illinois Vehicle Code. Requires, beginning January 1, 2026, each designated seating position in any newly purchased or leased school bus to be equipped with a combination pelvic and upper torso seat safety belt system in good operating condition and meeting all applicable federal standards. Provides that the provisions do not apply to a school bus that is legally registered in another state and displaying valid registration plates of that state if the bus is not operated in Illinois on a regular basis and the bus is operated in Illinois in connection with a cultural, tourist, athletic, or other similar activity for students enrolled in a school located outside of Illinois. Effective immediately. |

| 1 | | AN ACT concerning transportation. |
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 5. The Illinois Vehicle Code is amended by adding |
| 5 | | Section 12-826 as follows: |
| 6 | | (625 ILCS 5/12-826 new) |
| 7 | | Sec. 12-826. Seat safety belts required. |
| 8 | | (a) Beginning January 1, 2026, each designated seating |
| 9 | | position in any newly purchased or leased school bus shall be |
| 10 | | equipped with a combination pelvic and upper torso seat safety |
| 11 | | belt system (also known as a 3-point seat safety belt, Type 2 |
| 12 | | seat safety belt, or lap and shoulder restraint system) in |
| 13 | | good operating condition and meeting all applicable federal |
| 14 | | standards. |
| 15 | | (b) This Section does not apply to a school bus that is |
| 16 | | legally registered in another state and displaying valid |
| 17 | | registration plates of that state if the bus is not operated in |
| 18 | | Illinois on a regular basis and the bus is operated in Illinois |
| 19 | | in connection with a cultural, tourist, athletic, or other |
| 20 | | similar activity for students enrolled in a school located |
