| 3 | | line 7, immediately after "Fund", by inserting ", which is |
| 4 | | hereby established as a special fund in the State treasury,"; |

| 6 | | on page 4, immediately below line 16, by inserting the |
| 7 | | following: |
| 8 | | "(e) The requirements of this Section are subject to |
| 9 | | appropriation by the General Assembly being made to the |
| 10 | | Department to implement the requirements.".
