| 7 | | "In a petition for forfeiture prior to trial alleging a |
| 8 | | violation of Section 3 of this Act, the burden is on the |
| 9 | | prosecution to prove by a preponderance of the evidence that |
| 10 | | the person arrested violated Section 3 of this Act and the |
| 11 | | court shall make a finding that the person arrested poses a |
| 12 | | health or safety risk to the companion animals seized."; and
|
| 13 | | on page 3, line 22, by inserting "3.03-1," after "3.03,".
