AMENDMENT TO SENATE BILL 991




2    AMENDMENT NO. ______. Amend Senate Bill 991 by replacing 
3everything after the enacting clause with the following:

 
 
4    "Section 5. The School Code is amended  by adding Section 
52-3.196 as follows:
 
6    (105 ILCS 5/2-3.196 new)
7    Sec. 2-3.196. Employing manufacturing employees. Subject 
8to appropriation, the State Board of Education shall pay 
9one-half of the salary of an employee that is employed by a 
10manufacturing company and working within a school district at 
11a high school as a licensed career and technical education 
12teacher.
13    The school board of a school district that intends to hire 
14a manufacturing employee under this Section shall first notify 
15any labor organization that has entered into a collective 
16bargaining agreement with the school district of the school

1board's intent to hire such an employee. If there are eligible 
2employees in the applicable bargaining unit, then the school 
3board shall offer to hire an employee who is a member of the 
4applicable bargaining unit. If there are no eligible employees 
5in the  applicable bargaining unit, then the labor organization 
6shall notify the school district and affirm  that the position 
7is unable to be filled by any members of the applicable 
8bargaining unit.".
