| 1 | | AN ACT concerning local government.
|
| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Airport Authorities Act is amended by |
| 5 | | adding Section 2.7.3 as follows:
|
| 6 | | (70 ILCS 5/2.7.3 new) |
| 7 | | Sec. 2.7.3. Central Illinois Regional Airport Authority. |
| 8 | | (a) The Central Illinois Regional Airport Authority is |
| 9 | | hereby established, the territory of which shall include all |
| 10 | | of the territory within the corporate limits of McLean County. |
| 11 | | Within 30 days after the initial appointments have been made |
| 12 | | under subsection (c), the Authority board shall notify the |
| 13 | | office of the Secretary of State of the establishment of the |
| 14 | | Central Illinois Regional Airport Authority, and the Secretary |
| 15 | | of State shall issue a certificate of incorporation to the |
| 16 | | Authority. Upon the issuance of a certificate of |
| 17 | | incorporation, the Central Illinois Regional Airport Authority |
| 18 | | is an organized airport authority under this Act. |
| 19 | | (b) If all of the airport facilities of an existing |
| 20 | | airport authority are situated within McLean County on the |
| 21 | | effective date of this amendatory Act of the 103rd General |
| 22 | | Assembly, that existing airport authority is dissolved upon |
| 23 | | the establishment of the Central Illinois Regional Airport |

| 1 | | Authority. Upon dissolution, the rights to all property, |
| 2 | | assets, and liabilities, including bonded indebtedness, of the |
| 3 | | existing airport authority is assumed by the Central Illinois |
| 4 | | Regional Airport Authority. |
| 5 | | (c) The Board of Commissioners of the Central Illinois |
| 6 | | Regional Airport Authority shall consist of the following |
| 7 | | commissioners who shall reside within its corporate limits and |
| 8 | | shall be appointed as follows: |
| 9 | | (1) Three commissioners shall be appointed by the |
| 10 | | county chairman of McLean County. Of the commissioners |
| 11 | | appointed under this paragraph, one commissioner shall be |
| 12 | | appointed for a 3-year term, one commissioner shall be |
| 13 | | appointed for a 4-year term, and one commissioners shall |
| 14 | | be appointed for a 5-year term, as determined by lot. |
| 15 | | Their successors shall be appointed for 5-year terms. |
| 16 | | (2) Two commissioners shall be appointed by the mayor |
| 17 | | of the City of Bloomington. Of the commissioners appointed |
| 18 | | under this paragraph, one commissioner shall be appointed |
| 19 | | for a 3-year term and one commissioner shall be appointed |
| 20 | | for a 4-year term, as determined by lot. Their successors |
| 21 | | shall be appointed for 5-year terms. |
| 22 | | (3) Two commissioners shall be appointed by the mayor |
| 23 | | of the City of Normal. Of the commissioners appointed |
| 24 | | under this paragraph, one commissioner shall be appointed |
| 25 | | for a 4-year term and one commissioner shall be appointed |
| 26 | | for a 5-year term, as determined by lot. Their successors |
