SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/6-104.1 new
    Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue a non-CDL Class C driver's license to a foreign national who is ineligible to obtain a social security number if the foreign national presents to the Secretary a passport validly issued to the foreign national from the foreign national's country of citizenship or a consular identification document validly issued to the foreign national by a consulate of that country. Provides that the word "Non-CDL" must appear on the face of the non-CDL Class C driver's license. Requires the Secretary to adopt rules to implement the provisions. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois, 
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by adding 
5Section 6-104.1 as follows:
 
6    (625 ILCS 5/6-104.1 new)
7    Sec. 6-104.1. Non-CDL Class C driver's license for foreign 
8nationals. Notwithstanding the provisions of Section 6-106, 
9the Secretary of State may issue a non-CDL Class C driver's 
10license to a foreign national who is ineligible to obtain a 
11social security number if the foreign national presents to the 
12Secretary a passport validly issued to the foreign national 
13from the foreign national's country of citizenship or a 
14consular identification document, as that term is defined in 
15Section 5 of the Consular Identification Document Act, validly 
16issued to the foreign national by a consulate of that country. 
17The word "Non-CDL" must appear on the face of the non-CDL Class 
18C driver's license. The Secretary shall adopt rules to 
19implement this Section.
 
20    Section 99. Effective date. This Act takes effect upon 
21becoming law.
