| 1 | | AN ACT concerning State government. |
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 5. The Department of Transportation Law of the |
| 5 | | Civil Administrative Code of Illinois is amended by adding |
| 6 | | Section 2705-630 as follows: |

| 8 | | Sec. 2705-630. Sustainability standards. To reduce the |
| 9 | | carbon intensity and increase the sustainability of |
| 10 | | State-funded infrastructure projects, the Department of |
| 11 | | Transportation, in consultation and collaboration with the |
| 12 | | Department of Central Management Services and the Capital |
| 13 | | Development Board, shall develop one or more standards for |
| 14 | | State purchases of appliances, concrete, asphalt, steel, and |
| 15 | | other building materials, subject to appropriation or the |
| 16 | | award of grant funding for this purpose. In developing these |
| 17 | | standards, the establishment of a maximum acceptable Global |
| 18 | | Warming Potential standard, as well as ways to promote and |
| 19 | | facilitate the use of life cycle assessments and environmental |
| 20 | | product declarations, shall be considered when considering |
| 21 | | bids for State-funded infrastructure projects. |
