AMENDMENT TO HOUSE BILL 1370 




2    AMENDMENT NO. ______. Amend House Bill 1370 by replacing 
3everything after the enacting clause with the following:

 
 
4    "Section 1. References to Act. This Act may be referred to 
5as the Large Event Waste Law.
 
6    Section 5. The Solid Waste Planning and Recycling Act is 
7amended  by adding Section 10.2 as follows:
 
8    (415 ILCS 15/10.2 new)
9    Sec. 10.2. Event facilities.
10    (a) On and after January 1, 2025, an owner or operator of 
11an event facility that has a maximum legal capacity or 
12occupancy  of at least 3,500 persons shall provide for (i) the 
13recycling of items, including, but not limited to, glass, 
14aluminum cans, cardboard, paper, and plastic beverage cups or 
15bottles that are generated at a public meeting or public event

1held at the event facility, (ii) the transfer of these 
2recyclable materials to a recycling center for processing, and 
3(iii) the composting of organic waste.
4    (b) In this Section, "event facility" means a structure or 
5location for holding public meetings or public events, 
6including, but not limited to, baseball games, football games, 
7hockey games, automobile races, or other musical, dramatic, 
8artistic, social, and athletic events. "Event facility" 
9includes a convention center. "Event facility" does not 
10include school stadiums.".
