| 4 | | this amendatory Act of the 101st General Assembly: |
| 5 | | (1) One representative appointed by the Speaker of the |
| 6 | | House of Representatives. |
| 7 | | (2) One representative appointed by the Minority |
| 8 | | Leader of the House of Representatives. |
| 9 | | (3) One senator appointed by the President of the |
| 10 | | Senate. |
| 11 | | (4) One senator appointed by the Minority Leader of the |
| 12 | | Senate. |
| 13 | | (5) One member who represents the Children's Advocacy |
| 14 | | Centers of Illinois appointed by the State Superintendent |
| 15 | | of Education. |
| 16 | | (6) The Executive Director of an urban, accredited |
| 17 | | Children's Advocacy Center appointed by the State |
| 18 | | Superintendent of Education. |
| 19 | | (7) The Executive Director of a suburban, accredited |
| 20 | | Children's Advocacy Center appointed by the State |

| 1 | | appointed by the State Superintendent of Education. |
| 2 | | (c) The Task Force shall first meet at the call of the |
| 3 | | State Superintendent of Education within 90 days after the |
| 4 | | effective date of this amendatory Act of the 101st General |
| 5 | | Assembly, and each subsequent meeting shall be at the call of |
| 6 | | the Chairperson, who shall be elected by a majority of |
| 7 | | appointed members at the first meeting of the Task Force. The |
| 8 | | State Board of Education shall provide administrative and other |
| 9 | | support to the Task Force. Members of the Task Force shall |
| 10 | | serve without compensation, but may be reimbursed for travel |
| 11 | | and related expenses from funds appropriated for that purpose, |
| 12 | | subject to the rules of the appropriate travel control board. |
| 13 | | (d) The Task Force shall review the best practices for |
| 14 | | preventing the sexual abuse of students in a school-related |
| 15 | | setting or by school-related perpetrators, including school |
| 16 | | district employees or other students, how to best address that |
| 17 | | abuse, and the proper support for students who have suffered |
| 18 | | from that abuse. The review shall examine the best practices at |
| 19 | | all schools maintaining prekindergarten through grade 12, |
| 20 | | regardless of whether the school is a public school, nonpublic |
| 21 | | school, or charter school. On or before January 15, 2020, the |
| 22 | | Task Force must report the findings of its review to the |
| 23 | | Governor and the General Assembly, which must, at a minimum, |
| 24 | | include all of the following topics: |
| 25 | | (1) The best practices for preventing sexual abuse in |
| 26 | | school-related settings or by school-related perpetrators, |

| 1 | | including, but not limited to, criminal history records |
| 2 | | checks for school district employees, the employment |
| 3 | | status of a school employee accused of sexual abuse of a |
| 4 | | student, and procedural safeguards for personnel who |
| 5 | | regularly interact with children as part of school or |
| 6 | | school activities, even if the personnel are not officially |
| 7 | | employed by a school district. |
| 8 | | (2) The best practices for addressing sexual abuse in a |
| 9 | | school-related setting or by school-related perpetrators, |
| 10 | | including, but not limited to, the nature and amount of |
| 11 | | forensic interviews and forensic interview information |
| 12 | | sharing, school cooperation with multidisciplinary teams |
| 13 | | under the Children's Advocacy Center Act, and model school |
| 14 | | policies. |
| 15 | | (3) The best practices for support for students who |
| 16 | | have suffered sexual abuse in a school-related setting or |
| 17 | | by a school-related perpetrator, including, but not |
| 18 | | limited to, emotional, psychological, and academic |
| 19 | | support. |
| 20 | | (4) Any other topic the Task Force deems necessary to |
| 21 | | advance the safety or well-being of students in relation to |
| 22 | | sexual abuse stemming from a school-related setting or |
| 23 | | school-related perpetrator. |
| 24 | | The Task Force is dissolved upon submission of the report |
| 25 | | under this subsection. |
| 26 | | (e) This Section is repealed on July 1, 2020.
