AMENDMENT TO HOUSE BILL 2786




2    AMENDMENT NO. ______. Amend House Bill 2786 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Attorney General Act is amended  by adding 
5Section 6.7 as follows:
 
6    (15 ILCS 205/6.7 new)
7    Sec. 6.7. School bullying and hazing hotline.
8    (a) As used in this Section:
9    "Bullying" has the meaning ascribed to that term in Section 
1027-23.7 of the School Code.
11    "Hazing" means an act of hazing as described in Section 
1212C-50 of the Criminal Code of 2012. 
13    (b) The Attorney General shall establish and maintain a 
14single statewide toll-free telephone number which all 
15school-aged children under the age of 18 may use to report 
16alleged incidents of bullying or hazing that occur at their

1school. Children who call the statewide toll-free telephone 
2number to report an alleged incident of bullying or hazing may 
3remain anonymous. Through the statewide toll-free telephone 
4number, the Attorney General shall provide callers with 
5information on how to handle an alleged incident of bullying or 
6hazing.  The information provided may include a list of 
7available resources developed or provided by other federal or 
8State agencies concerning bullying or hazing prevention. Upon 
9receipt of a child's report of bullying or hazing, the Attorney 
10General shall report the incident as soon as possible to the 
11superintendent of the school district in which the child 
12resides or, if the child attends a non-public school, the 
13administrator of the non-public school.  Reports made to the 
14statewide toll-free telephone number concerning an alleged 
15incident of bullying or hazing shall not initiate a child abuse 
16or neglect investigation under the  Abused and Neglected Child 
17Reporting Act and shall not be transmitted to any Child 
18Protective Services Unit. 
19    The Attorney General shall inform all school districts and 
20non-public schools in the State that school-aged children under 
21the age of 18 may call the statewide toll-free telephone number 
22established  under this Section to report alleged incidents of 
23bullying or hazing. The Attorney General shall also post on its 
24website, in a relevant and conspicuous place, information on 
25how a child can report an alleged incident of bullying or 
26hazing to the statewide toll-free telephone number.".
