Provides that the Capital Development Board shall develop and periodically revise a Statewide master plan for non-road infrastructure. Provides that the Capital Development Board shall coordinate its planning activities with those of other State agencies and authorities and shall supervise and review any infrastructure planning performed by other executive branch agencies under the direction of the Governor. Provides that the Capital Development Board shall publish and deliver the Statewide master plan for non-road infrastructure to the Governor and General Assembly by December 31, 2019 and by December 31 every 5 years thereafter.
