AMENDMENT TO SENATE BILL 3220




2    AMENDMENT NO. ______. Amend Senate Bill 3220 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The School Code is amended  by adding Section 
521B-107 as follows:
 
6    (105 ILCS 5/21B-107 new)
7    Sec. 21B-107. Educator preparation program; appeal.
8    (a) An institution of higher education that is denied a 
9recommendation for recognition by the State Educator 
10Preparation and Licensure Board to offer an initial educator 
11preparation program at the institution may appeal the 
12recommendation to the State Board of Education. The appeal must 
13state the reasons why the State Educator Preparation and 
14Licensure Board's recommendation should not be adopted. The 
15appeal must be submitted to the State Board of Education 
16electronically or in writing no later than 10 days after the

1State Educator Preparation and Licensure Board's 
2recommendation. As soon as practicable after receipt of the 
3appeal, the State Board of Education must provide a copy of the 
4appeal to the State Educator Preparation and Licensure Board.
5    (b) The State Board of Education must consider the appeal 
6during a public hearing at its next regularly scheduled board 
7meeting after the State Educator Preparation and Licensure 
8Board's recommendation. The hearing must include testimony 
9from the institution of higher education appealing the denial 
10of recommendation and may include testimony from members of the 
11State Educator Preparation and Licensure Board and other public 
12participants. The State Board of Education must take action to 
13approve or deny the appeal immediately after the hearing.
14    (c) If an institution of higher education fails to appeal 
15the denial of recommendation by the State Educator Preparation 
16and Licensure Board under this Section, the State Board of 
17Education must adopt the recommendation and must deny the 
18institution recognition to offer an initial educator 
19preparation program.".
