Amends various Acts relating to the governance of public universities and community colleges in Illinois. Provides that a public university or community college district may not prohibit a student from registering for classes or refuse to issue a student transcript solely because the student owes the university or district money. Effective immediately.

A BILL FOR

AN ACT concerning education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The University of Illinois Act is amended by adding Section 100 as follows:

(110 ILCS 305/100 new)

Sec. 100. Money owed; prohibitions. The University may not prohibit a student from registering for classes or refuse to issue a student transcript solely because the student owes the University money.

Section 10. The Southern Illinois University Management Act is amended by adding Section 85 as follows:

Sec. 85. Money owed; prohibitions. The University may not prohibit a student from registering for classes or refuse to issue a student transcript solely because the student owes the University money.

Section 15. The Chicago State University Law is amended by adding Section 5-195 as follows:

Sec. 5-195. Money owed; prohibitions. The University may not prohibit a student from registering for classes or refuse to issue a student transcript solely because the student owes the University money.

Section 20. The Eastern Illinois University Law is amended by adding Section 10-195 as follows:

Sec. 10-195. Money owed; prohibitions. The University may not prohibit a student from registering for classes or refuse to issue a student transcript solely because the student owes the University money.

Section 25. The Governors State University Law is amended by adding Section 15-195 as follows:

Sec. 15-195. Money owed; prohibitions. The University may not prohibit a student from registering for classes or refuse to issue a student transcript solely because the student owes the University money.

Section 30. The Illinois State University Law is amended by adding Section 20-200 as follows:

Section 35. The Northeastern Illinois University Law is amended by adding Section 25-195 as follows:

Section 40. The Northern Illinois University Law is amended by adding Section 30-205 as follows:

Section 45. The Western Illinois University Law is amended by adding Section 35-205 as follows:

Sec. 35-205. Money owed; prohibitions. The University may not prohibit a student from registering for classes or refuse to issue a student transcript solely because the student owes the University money.

Section 50. The Public Community College Act is amended by adding Section 3-29.11 as follows:

Sec. 3-29.11. Money owed; prohibitions. A community college district may not prohibit a student from registering for classes or refuse to issue a student transcript solely because the student owes the district money.

Section 99. Effective date. This Act takes effect upon becoming law.
