1    AN ACT concerning business.

 
2    Be it enacted by the People of the State of Illinois, 
3represented in the General Assembly: 



 
4    Section 5. The Consumer Fraud and Deceptive Business 
5Practices Act is amended  by adding Section 2TTT as follows:
 
6    (815 ILCS 505/2TTT new)
7    Sec. 2TTT. Standard services.
8    (a)   It is not a fraudulent, unfair, or deceptive act or 
9practice under this Act to differentiate prices for services 
10based upon factors that include, but are not limited to, amount 
11of time, difficulty, cost of providing the services, methods, 
12procedure, or equipment used to accomplish the service, upon 
13the qualifications, experience, or expertise of the individual 
14or business providing the services, market conditions specific 
15to the service or the business, or geographic region where the 
16services are completed or the business is located.
17    (b) The following sellers shall provide the consumer with a 
18standard services price list upon request:
19        (1) Tailors or businesses providing aftermarket 
20    clothing alterations.
21        (2) Barbershops or hair salons.
22        (3) Dry cleaners and laundries providing services to 
23    individuals.

1    The price list may be provided in any format and may be 
2based on customary industry pricing practices.
3    As used in this subsection, "standard service" means the 10 
4most frequently requested services provided by the seller.
5    (c)   If a seller identified in subsection (b) is found to be 
6in violation of this Section, the seller shall have 30 days to 
7remedy the violation. Upon a second or subsequent violation 
8within 2 years after the 30-day remediation period, the seller 
9shall be liable for penalties pursuant to Section 7 of this 
10Act.
