| 1 | AMENDMENT TO SENATE BILL 212

| 2 | AMENDMENT NO. ______. Amend Senate Bill 212 by replacing | ||||||
| 3 | everything after the enacting clause with the following:

| 4 | "Section 5. The Illinois Lottery Law is amended by adding | ||||||
| 5 | Section 19.1 as follows: | ||||||
| 6 | (20 ILCS 1605/19.1 new) | ||||||
| 7 | Sec. 19.1. Unclaimed and unpaid prizes; end-of-game | ||||||
| 8 | procedures. | ||||||
| 9 | (a) The Department shall maintain a list of unclaimed | ||||||
| 10 | lottery prizes and a list of unpaid instant scratch-off game | ||||||
| 11 | prizes. The lists shall be made publicly accessible on the | ||||||
| 12 | Department's website. The Department shall implement | ||||||
| 13 | procedures to provide for daily updates no later than January | ||||||
| 14 | 1, 2019. | ||||||
| 15 | (b) The Department shall establish and adopt a written | ||||||
| 16 | policy outlining end-of-game procedures for instant | ||||||

| |||||||
| 1 | scratch-off games. The written policy shall be made publicly | ||||||
| 2 | accessible on the Department website and shall include, at a | ||||||
| 3 | minimum, the following: | ||||||
| 4 | (1) a list of factors considered in closing or ending a | ||||||
| 5 | game; | ||||||
| 6 | (2) a requirement that all games close or end no later | ||||||
| 7 | than 45 days after the final top prize has been claimed; | ||||||
| 8 | and | ||||||
| 9 | (3) a requirement that, for each instant scratch-off | ||||||
| 10 | game, the following dates be published and made publicly | ||||||
| 11 | accessible on the Department's website: | ||||||
| 12 | (A) the end of ticket distribution; | ||||||
| 13 | (B) the removal of unsold tickets from retailers; | ||||||
| 14 | (C) the end of the game; and | ||||||
| 15 | (D) the one-year validation period.
| ||||||
| 16 | Section 99. Effective date. This Act takes effect upon | ||||||
| 17 | becoming law.".
