Provides that no person shall stand on a highway for the purpose of soliciting money or contributions (rather than just contributions) from the occupant of any vehicle except within a municipality when expressly permitted by municipal ordinance. Provides that any person engaged in the act of solicitation under an ordinance shall be 16 years of age or more and shall be wearing a high visibility vest.</SynopsisText><synopsistitle>House Committee Amendment No. 1</synopsistitle>
<SynopsisText>Replaces everything after the enacting clause. Amends the Illinois Vehicle Code.
