Order or certified copy; prima facie proof. An order or a certified copy thereof, over the seal of the Department and purporting to be signed by the Director, shall be prima facie proof that: (a) the signature is the genuine signature of the Director; (b) the Director is duly appointed and qualified; and (c) the Board and the members thereof are qualified to act.(Source: P.A. 94-651, eff. 1-1-06.)
